National Congress

The National Congress is a biennial forum which provides an opportunity for
the organisation to refocus, energise, exchange ideas as well as for social interaction.

Its main function is to:
• review the life and activities of the FCI;
• formulate policies and directives for the future expansion and workings of the FCI;
• elect a new National Executive;
• discuss matters regarding the aims and objectives of the FCI;
• consider and approve changes to the constitution;
• determine where and when the next Congress is to be held.

At a Congress, a guest speaker is usually invited to speak on a predetermined theme and workshop/discussion groups focus on questions and issues arising from the theme. Branches are asked to report on their activities and financial status. Provision is also made for administrative matters, questions on reports presented and for proposed changes to the constitution. The Congress concludes with the elections of the new National Executive. Each State takes it in turn to hold the Congress in their State. An organising committee is usually formed for that specific purpose. Based on the membership numbers, each branch has voting rights at the congress. Each branch is entitled to one vote plus one vote for every 20 members or part thereof. Any number of members or observers can attend at a Congress. Due to the associated interstate travel requirements and costs, some branches are often only represented by limited numbers. Each branch decides how to fund its participation.
